If you want to make your website on net then first you have to purchase a domain of your site. Domain is the address for your site like yahoo.com
Then get some good hosting company to host your site. They will also charge you monthly for this
If you want a free website you can make a blog for you.
Go to blogger.com and create your blog
You will have free domain and free hosting
