Where can I find good cheap webhosting?

I know this has been asked before but I also have certain requests.
-Uses Paypal
-Bills Monthly (ONLY)
-Cheap (under $10 a month)
-Allows PHP, MYSQL, and mass emailing
-Decent amount of space
-No popups
-Little or no lag
-No ADs

  3. For $9 a month you get a domain name and all of the above. You can start with a freeby and see what you think but I’ve had mine for 10 years and never been unhappy with them.
